Project Overview
HCD Ltd was appointed to dismantle three decommissioned vessels and associated steelwork at the Valero Pembroke Refinery. The site presented significant safety challenges due to potential hydrofluoric (HF) acid residues, requiring tightly controlled deconstruction methods and enhanced safety protocols.
A secure, restricted-access compound was established in collaboration with the client, supported by strict security controls and continuous gas monitoring. All personnel completed comprehensive site inductions, including specific emergency procedures for HF exposure. To minimise risk, the dismantling process prioritised mechanical methods over manual intervention. Residual materials were carefully managed throughout, including the controlled lifting of sludge containers to a designated bunded processing area.
Prior to arrival on site, HCD showed themselves to be a well organised and professional company.
Whilst on site, the team successfully executed the task incident and injury free. Field engagements carried out by myself and others found them to be fully compliant with site rules and expectations, as well as complying with all their own internal audits, regulatory requirements and set expectations in relation to their Construction Phase Plan.
Individuals working on site proved to be professional, courteous and always open to engagements with myself and other internal auditors.
The task was executed on time. As set out in their CPP, the area was left as promised with no additional waste materials and all products removed from site.
